1、本招标公告遵循2004年3月8日亚行商业机会上发布的总采通告。
2、中华人民共和国政府已从亚洲开发银行得到了一笔贷款，用于支付广西西部公路发展项目隆林(黔桂界)至百色高速公路项目的费用支出，并计划将一部分贷款用于该项目设备采购合同项下的合理支付。
3、中技国际招标公司受百色至隆林高速公路工程建设指挥部（以下简称“买方”）的委托进行招标代理，凡能承担下列货物的供货，及相关服务的合格承包人均可提交密封投标：

4、本次招标将采用亚行单阶段、单信封的采购程序进行，采用国际竞争性招标。所有合格的亚行成员国均可参加投标。合格的投标人应具有招标文件要求的足够的财务和技术能力。投标人应(i)最近三年的年均营业额不少于1900万元人民币,(ii)营运资金不少于500万元人民币,(iii) 拟提供的同一型号设备，要求小型排障车，中型排障车，重型排障车均销售过5台及以上。
5、凡是有兴趣的合格投标人可以从以下地址获取进一步的信息及查阅招标文件,其地址附后。
6、任何有兴趣的合格投标人可以从2012年3月7日至4月18日前，于北京时间上午8：30-11：00，下午3：00-5：00（星期六，星期日和节假日除外），在中技国际招标公司购买招标文件(开户名称：中技国际招标公司，开户行：中国银行总行营业部，账号：778350010653)。每套招标文件（含中文译本）售价人民币2000元或美元300元，售后不退。对于国内申请人，要求必须具备独立法人资格，具有营业执照，或上述企业组成的联合体。国内申请人购买时须提交营业执照复印件、本单位介绍信、本人身份证复印件（复印件上加盖单位公章）。
7、所有投标书应于2012年4月 18日北京时间上午10：00时或之前递交到广西南宁市滨湖路66号公路大厦11楼会议室，届时将举行公开开标仪式，投标人应派代表参加，每个合同段的投标保证金数额为9万元人民币或其他可自由兑换货币的同等金额。迟到的投标书将被拒绝。
8、买方、招标代理对投标人标书的准备或递送的费用将不承担任何责任。

1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the “ADB Business Opportunities” on 8 March, 2004.
2. The People,s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Western Guangxi Roads Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Maintenance Equipment.
3. The China International Tendering Company (hereinafter referred to as “ITC”), authorized by Baise to Longlin Expressway Project Construction Headquarters (hereinafter referred to as “the Purchaser”), now invites sealed Bids from eligible Bidders for the supply of the goods and related services. The main equipments are as follows:

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries. Qualified supplier with adequate financial and technical abilities as per the bidding document is required. The bidder should have (i) an average annual turnover of 19.0 million RMB during the last three years. (ii) a working capital of 5.0 million RMB. (iii) completed the sales of not less than 5 sets of small wrecker, medium wrecker and heavy wrecker each of the same model.
5. Interested eligible Bidders may obtain further information from China International Tendering Company and inspect the Bidding Document at the address given below, between 8:30 ? 11:00 and 15:00 ? 17:00 (Beijing time) starting on March 7, 2012.
6. A complete set of Bidding Document in the English language, may be purchased by interested Bidders on the submission of a written application at the office of ITC at the address below and upon payment of a nonrefundable fee RMB2000 or US$300. The method of payment will be cash, check or directly deposit to our account (Account Name: China International Tendering Company, Account Bank: Bank of China, Head Office, Account No.: 778350010653). If mail service is required, ITC will promptly dispatch the documents by registered airmail. No liability will be accepted for loss or late delivery. The domestic Bidders must submit the copy of business license, identification card, and introduction letter when buy the bidding document.
7. Bids must be delivered to Meeting Room, Floor 11, Guangxi Highway Building, 66 Binhu Road, Nanning at or before 10:00 am (Beijing time) on April 18, 2012. All Bids must be accompanied by a Bid Security of RMB90,000.00 or an equivalent amount in a freely convertible currency for one contract. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 10:00 am (Beijing time) on April 18, 2012.
8. The Baise to Longlin Expressway Project Construction Headquarters and ITC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
